Finding a rental property owner

Hey guys!

I have a friend who rents a small 2/1 house w/ fenced yard, porch, outbuilding. There is a PM involved which are horrible to deal with. To the point the heat was broken dead of winter and it took 2 days to get back to her, and then the property owner refused to replace the hvac-against technicians advice. He paid for probably 6 service calls and parts  for a 20 year old unit. 

 the outbuilding is rotting, the porch on the house is a safety issue because of how old it is and the nails are all coming out. The toilet needs to be fixed, fridge water/ice maker broken. The fence in front yard is broken. 

The layout of the house is horrible too, it’s very closed off, disgusting rug in one room. The keys don’t work well in the locks anymore. 

The house is in an extremely favorable quiet neighborhood, near downtown, close to everything really.

Do I find the number and call the property owner? Do I send direct mail?   Do I say anything to the PM? 
For either, Should I mention anything about the problems with the house, or stick with how much I love the area and plot of land?? 

Advice needed! Thanks in advance everyone, you always open my eyes to things I never thought of!
