Moratorium during COVID in Washington State

I am in a crunch as due to moratorium, I cannot give any paper work re: eviction or 10 days to comply due to lot os 

So basically the tenant can do whatever and get away with it. The Clark County Renters association basically says if extended even his end of lease won't matter and if I sell my house he can still stay there with new owners. That sounds ridiculous. I don't know what to do
