Suggestion on what to with old/crumbling wood patio/stairs

I have numerous buildings with the following patio/stairs that need to be fixed(6-unit buildings with 2-upper, 2-middle and 2-bottom floor). I'm looking for suggestions on the most cost effective route to manage this issue. Can I eliminate the stairs and just put patios? This would still allow for two exit doors, just no steps for back exit door. Or do I need to keep the patio/stairs for a second fire route?
