How to rehab the owners of an HOA?

I find myself on an HOA board where the majority of owners are not paying HOA fees. We are pursuing legal actions, but this can take years.

We have tried newsletters, and reaching out personally, but most owners remain silent and delinquent. Are there other ways to rehab the HOA owners?
