Filing a small claim - landlord or PMC as defendant?

My landlord refuses to return my security deposit and is charging me above and beyond this for normal wear and tear.

I want to file a small claim before they send me to collections, but I am not sure who to file the claim against! Here are the options I see on the lease:

1. "This lease contract is between you the resident and us the owner:"
HOLCOMB BRIDGE GA PARTNERS LLC
. This is a foreign LLC with the Registered Agent Name: Corporation Service Company

2. "Name and address of the company or party authorized to manage the apartment community:"  Cortland Partners

3. "Name and address of the company or party authorized to receive notices or lawsuits:" Cortland Partners

4. "Management's corporate name and license number as required by the rules of the Georgia Real Estate Commission are" Cortland Management, LLC

5. The address for the foreign LLC is the same as: LivCor LLC

Here is my take. HOLCOMB BRIDGE GA PARTNERS LLC is my landlord. I am guessing they are a shell company with no assets that is actually owned by LivCor LLC. There may be no money that I can collect from them.

Cortland Partners appears to be the property management company. They should be in control of my security deposit. Cortland is the only entity that I have ever dealt with.

So what do I do? Who do I submit the complaint against and send the summons to? Totally confused.
