Tenants getting disability, garnishment options

So i have a tenant from hell that I'm finally going to be able to evict now that the city the property is in has started hearing evictions again.  So this tenant gets 3 disabilities checks, 1 for himself and he gets one for each of his 2 kids.  Since Covid happened they chose not to pay rent or water, knowing I couldn't do anything.. Despite them still getting same income and the 3400 for stimulus.. Just all around douchebag.  i know I can't garnish the disability checks, is there anything I can do?  Can i attach to a tax refund? is that difficult?
