When should I put my property up for rent?

I am currently rehabbing my first property. I also have a 3 unit that required minimal work, and could list it for rent soon after closing. The rehab is is new to me. The timeline for the kitchen, bathroom, floors, etc. is July. Lots of work is happening to the exterior as well. I cant get any good pictures at the moment to advertise the property. The whole project should be done the first or 2nd week of July. My question is; When should I start advertising this property for rent? Should I wait until the rehab is 100% finished or start to advertise a property that is undergoing rehab and try to generate interest that way. Thank you in advance for any advice.
