Is IA or NC landlord friendly?
Just wondering if Iowa or North Carolina would be considered landlord or tenants' rights states.

Nancy, lead is primarily regulated by the federal government, then state and lcal governments. The 1950s is when the "latex" paints became good enough that the switch away from oil paints ocurred. Lead was in the oil-based paints, and the best of them had the most lead, so the neighborhood quality at the time of construction is an important factor.
Instead of guesses and worrying, find a good certified/licensed lead inspector in our area to inspect the property using an XRF. It should only cost $600, maybe less (whatever their minimum charge) fo a house.
By the way, the 1950s are also a good time with regard to asbestos, as usage of it increased rpaidly int he 1960s an 1970s, peaking in the late 1970s. The same consiltant should also be certified/licensed to perform an asbestos survey. Both lead & asbestos done at the same time on a house should cost something like $1,000.
