What markets should I be looking at that matches this criteria?

I'm looking for a linear market that produces a 10%+ COC return that has a low vacancy rate. Davenport IA looks pretty promising, but I'm looking to research different areas as well. Some places in the midwest match all of my criteria, but the year round vacancy rates are 10%+, and that's not a risk I'm willing to take.

I also like Davenport. Check out Toledo Ohio as well.
