Apartment Complex Not Handling Smoking Complaints- What to Do?

Hi guys! 

I live in an apartment complex that does not allow smoking on the property and in their contract it states that they can evict you if you are caught breaking that rule.


My neighbor has been smoking on their balcony for the past few months and it has been coming into my windows. I've complained multiple times and each time the property management company has sent out warnings, posting signs and promised me that they will handle the issue. I even managed to take videos of the neighbor smoking. (maybe crazy I know lol)

Nothing has changed since then and I'm curious if there is anything else I can do to stop this issue. The property management company seems useless at this point.
