Adverse Action Letter - email, Zillow, pre-adverse

Several questions about adverse action letter. 

1. Can we also send it by email? 

I think the answer is yes when I searched online. 

2. Can anyone used Zillow to do this?

I used Zillow to accept rental applications, but didn't find it in the system. Zillow uses Checkr and Checkr seems to have a system to handle this.

3. Is Pre-Adverse Action Notice also needed?

I know adverse action letter is required for sure, but is pre-adverse action notice also necessary for declining the applicant?
