Tenant hasn't paid rent since Feb

That's right. I own a SFH in Los Angeles, and the last time my tenant paid rent was Feb rent. So now he has missed Mar, April, May, and we are coming up on June. He has not offered to make even partial payments, and blames the pandemic response and the shut down on his inability to pay rent. His reasons--he owns his own company (headquartered in Canada), so his funds are in canadian banks. He recently (as in for the past 3 months) changed the name of his business, and so closed his old United States bank accounts and is reopening new US bank accounts with his new business name on the accounts. He claims because of the shut downs, the bank response has been completely slowed down, and they still have not been able to open his new accounts for him to transfer the funds from his Canadian account into his new US bank account...so that he can pay me. Oh by the way, historically, he's been 3-4 weeks late on rent practically every month throughout his tenancy. And he never actually initiates contact with me to explain why he's late on rent. I have to contact him, and then am given the run around every month until i finally get the rent somewhere around the 3rd week of every month (sometimes even longer). I would love to evict him now, but aren't sure what options I have at this point aside from just waiting for the eviction moratoriums in California to end. Any thoughts?
