Flooding Around My House

BP Community,

It’s rained a lot near where my rental property is and it has some caused some flooding on the side of my house and near the basement. Right now, on the side there was about two feet of water on the majority of the concrete walkway (maybe 25-40 feet length). I think a lot comes from neighbors lot since it flows right into mine and his yard is entirely flooded. My questions are as follows:

1. What actions should I take to ensure this issue doesn’t happen again?

2. What should I do in the interim to mitigate this flooding and so it’s not worse
