Accepting applications when they don't meet the minimum qualifica

When someone returns an application and they don't meet the minimum qualification standards do you process their application still? I don't feel good wasting someone's money on the application fee when I know that they don't meet the standards. Reading the book on managing rental properties Brandon says to alway give them an application and invite to apply to avoid any discrimination charges. So that's what I did and I included the minimum qualification standards as well. Maybe I'm over thinking it and can just say, "sorry you don't meet the minimum qualification standards"?
