Sacramento Sec 8 SHRA Activation Have Not Been Paid 6 Months!

Hello everyone!  I would like to ask for your advice and help in getting Sacramento, CA SHRA Sec 8 to activate my account and thus get me paid.

I have already submitted all the required paperwork regarding change of ownership including signed lease agreement but they have not activated my account.  SHRA closure due to covid 19 has further delayed activation and I have not been paid for 6 months.

When I call Sec 8, they tell me to leave a voicemail and send an email to the person handling my account but no response.

Should I fedex my documents again to get their attention, get my tenant to talk to their caseworker to contact the person handling my property?

What other approach can I take?  My property manager says that Sacramento Sec 8 is very inefficient and nonresponsive.

What should I do?
