Mass Housing Law - has anyone filed lawsuit against state yet?

I have a duplex - tenants not paying rent - law says I can't evict tenants until state says I can! Confiscation of income/property with no right to resolve in court!

    Don't forget, you can always try to get the tenant out through other means. Give them notice telling them they have X days to vacate. They may be gullible enough to believe it and move out. Or maybe they're on hard times but honest enough to get out so as to avoid impacting your bottom line. It's worth a try. The worst that can happen is they don't leave, at which point you are right where you are today.
