Converting 7 Unit Into a 2 Unit

Hello, all!

I am about to write up a contract with a seller of a 7 unit apartment building for my first deal using seller financing.  The 7 unit apartment is set up similar to a boarding house with 2 efficiency units and 5 single room.  It is zoned for 4-19 unit apartment. It could easily be converted into an 2 unit upper and lower with a 3/1 and 2/1. I would like to do so for a different tenant pool.  I consider placing section 8 tenants. My question is if I need to worry about the zoning.  Should I try to get it rezoned with the city?  Are there any problems I might face in doing this?
