Tenants think they are getting fee waiver due to covid !

One of our tenants in a single family didn’t want to pay the rent last month itself but when went to collect finally after several reminders gave. It is again rent time and they owe us utilities money for the last 3 months but have stopped picking up calls. I don’t want to unnecessarily expose and go talk to them. They are reading all text messages but not responding. Last month they were saying their friends were saying no one is paying the rent. How are you dealing with these situations? Can we post any notice to pay rent ? Since no evictions what can be done just wait ? They moved in late last year I did complete rehab of the property and they are keeping it in very bad shape last I saw 😥. What is bothering me is that they are trying to misuse as were saying last time going to talk to their lawyers don’t know what for how to avoid paying rent ?
