Section 8Tenant with no kin passed away in Contra Costa County,CA

We just found out that a senior tenant passed away from natural reasons in his apartment in the last 2 weeks. We had a welfare check call on him today. He is a section 8 tenant, with no friends or next of kin. Morgue is on its way to pick up the body. What are the next steps once the body is taken away? Maintenance man indicated that there were lots of flies and smell and he will secure the place and leave the windows open. Tenant had moved in in Sept 2019. How do we handle the belongings of the tenant? What else do we need to think of or act on? My heart breaks that the gentleman passed away with nobody to miss him Thank you in advance for your responses.
