Notice of non renewal with CARES Act

Hope everyone is staying safe and healthy.

I have a residential tenant who has been at said property for more than a year. Their lease ends June 30, 2020. I plan on giving them a notice of non renewal by April 30, 2020. With the CARES act can i still give this notice? Section 4024 isnt entirely clear. Rent is up to date, I’m not evicting, just not renewing per the CAR lease contract.
