Tenant hasnt paid April rent and not responding

I have rental properties in Indiana. I have a tenant who has not paid rent for April and is not responding to any communications. The other tenant in the building says she hasn't seen her in a couple of weeks.   My question is regarding late rents during COVID-19?  What is the recourse if I cannot threaten eviction and how long does that last if I don't hear from her and I cannot start any proceedings.  Does she still owe me the rent? What about late fees?   I still have mortgage and taxes due this month.  Also I did look into my options and my mortgage company is offering a deferral for 3 months that will continue to accrue interest and then on August 1 the entire amount (4 months mortgage) will be due.   Thanks for any advice!
