Landlord not allowing Washer and dryer hookups

I moved in almost 3 yrs ago which when I rented with real estate he explained i had access to install my own washer and dryer!! I never use it but now since the pandemic Im forced to buy due to my kids staying here more!! My landlord is now saying I dont have  access the installation for my appliances  and before I did but no longer! It has been very difficult lately now that we are home more since covid-19. Wanted to know if its something I should take to court or no.
