Who installs tenant's phone jack for internet connection

My tenant just moved in and cannot find a phone jack for internet use. I assume previous tenant had jack and removed it for whatever reason. Who installs the phone jack, the service provider?  Also, who pays, is it still considered appropriate for the landlord to provide one jack?

Some locations still offer DSL (remember that 1999 technology? It was an awful technology even at the time). A phone line/jack is required for DSL.

I don’t have phone lines in my rentals these days, but I do pre-install a cable TV line in one or two places where the tenant is likely to install a TV or internet router. I’d much rather do it myself than have the cane company drilling holes all over the place.
