Tenant is refusing to move during COVID

One of my tenants was slated to move out this week. She had found a bigger place and was going to move in on the 1st. She showed me the lease and everything. Now she tells me she needs until the end of the week to get her stuff out. I go today and all of her stuff is still there she has made 0 attempt to move and has stopped answering my calls. She made it clear that I had no recourse since evictions are halted in NJ. She hasn't paid rent and I'm not sure what to do at this point. Any advice would be appreciated!

Further info: I've never had issues with her before. I have her security deposit which can be used to cover the rent for this month if need be.
