Garage rental question during COVID 19 pandemic

Hey BP! One question I did have for anyone who may have experience with something like this regarding one of my garage rentals. If tenants do not pay nor communicate or work out an arrangement with me, what are my rights for self storage laws if I serve them a quit or pay notice? It’s not shelter and I would never try to evict during these times for a house but what are your thoughts on a storage/parking spot? I live in PA by the way. Thanks in advance !
