Advice on tenant rent

Bought a multi family in Nov 2019. Tenant did not pay former owner oct 19 nor nov 19 rent. Rent due to me dec 2019 was 10 days late, feb 2020 was 22 days late and never paid March 2020 rent. Told me she was going to move out April 30 and I agreed to use security deposit for march rent and 1/2 April and I would forgive other half of April rent and waive all late fees if she moved out April 30. Just told me she can not move out. Given the pattern that existed long before covid, I am planning on filing for eviction (I realize it will not happen for a while but want to get it filed to get her out as soon as evictions open up again). I feel bad doing this during this time but have no confidence she will pay even if I work out a payment plan. Any thoughts / advice?

OK. Here is what should have been done. You should have begun eviction the day you bought the property and she would already be out. She is never going to pay you and now she is going to squat through the covid period. Never let a person go past the 4th without starting the eviction process from this point forward.
