The Pre-Qualifying Questions

After reading Rental Property Investing, I’m setting up my processes and systems. With that being said, I'm working on my Pre-Qual questioning; my question is, can you ask if someone is a convicted felon, and is it legal? What is the best (legal) way to ask? I'm in East Central Illinois if that helps. Thank you in advance.
