When section 8 violates a tenets rights

I have a hv or sec 8. The company I have to answer to is a sec 8 provider I guess. My daughter turned 18 last May, prior to that my mother was her legal guardian. Ordered by a judge my mom was responsible for her financial needs & received a subsidy check monthly at her address in her name. My daughter lived with me but I wasn't able to receive the check myself for several reasons. Was it right or legal that the sec 8 provider made me claim the subsidy check as income? I had no access to it and my name was nowhere on the check. It affected everything financial in my life. Higher rent, less benefits and less money for my other kids.
