Downstairs tenant had windows broken by known person

I recently bought my first home and it came with tenants already. I let them stay but they have been late with rent since I bought the property, and recently the tenant had an altercation with someone he knows and that person broke 3 of the windows. Officers came and were involved but I have been trying to do a follow up and all officers I have spoken too say there is no report. I gave the tenant notice for eviction but with the whole covid 19 going on im not sure if there is any other action I can take towards the tenant.
