I have a tenant claiming they don't have to pay rent nor due they have to pay late rent or past due rent so they claim mandated by govenor of Indiana.   I can not find any such statement from the governor except an eviction moritorium while the crisis persists.   Are the renters still responsible for the contractual agreement during this crisis or not?

The rent is still due.  The late fees still apply.  If they contact you and say they are having problems, it is up to you to work with them as you see fit.  Just remember, while you still may be able to file for eviction, nothing will happen until your Governor says so.
