Harmony in rental property

Tenants voiced being not happy about the rental premises but they have been living there for 2 months not paying rent. 

Landlord is also not happy and developed mistrust on the tenants.

There are 2 months left before lease agreement expires.

What would you do? Can you call for early termination of rental agreement? What if renters decline to terminate contracts agreement? Would you you move forward for court eviction process?
