Unauthorized Pet/Extra Occupant/Earthquake/Covid-19

Hey Everyone-

These are obviously turbulent times. 

Under typical circumstances, the following would be a "no-brainer".

I self manage a duplex out-of-state which today went through an earthquake. I had tenants take pictures, structure seems to be fine, no visible leaning, I am having it evaluated by an engineer. But from the sound of it and look of it, it's fine.

While speaking with one of the tenants today she remarked that the neighbor tenant, has had another dog on the property for the past week (she's ok to have 1).  I wasn't notified about the new dog. Lease states clearly that no other dogs are to be on the property.

Also, discovered that she has her "boyfriend" living in the unit AND has been living there since the beginning of her tenancy- approx 2 years ago. (the things you find out during an Earthquake).

Should I enforce the lease for the added pet?

  This would mean- talk to her, send an "offer to add pet" for pet fee, $100 fine etc...

As well as potentially add the boyfriend to the lease- which would require full background/credit check etc..

OR.....

Should I wait it out and see where things are going and how Covid will affect things first? This is terrible timing.

In reality, I probably couldn't (or wouldn't want to) proceed with eviction if she protested. If this were any other time, I would absolutely enforce, but I'm just not sure how to proceed under current conditions.

She pays her rent, never late, generally a pretty good tenant.

The extra tenant concerns me for any number of obvious reasons.
Also concerned about property damage from the dog, (hence the pet fee)

 What would you do? Any input is appreciated.
