Best product for outdoor rooftop space?

Hey All,

I constructed a 34 unit apartment building which has a conventional flat torch down roof. Looking to install some type of pavers or decking down to make it usable outdoor space. The property is in New York, so has to be able to withstand all four seasons and snow. Low slip as well. Appreciate any ideas! Thanks!
