Withholding Security Deposit or itemized list

To make a long story short , I went through the absolute worse with my previous landlord. It has been 4months since I’ve provided her with a forwarding address per email and I have yet to receive my security deposit or itemized documentation. In the state of North Carolina can a tenant sue landlord for not notifying tenant with proper documentation w/valid reasoning for withholding deposit in a certain period of time?
