Need input: local short term rental regulations ok?

Hi Everyone!
The vacation town where we have a short term rental is proposing several new regulations on short term rentals that I'm having a hard time accepting as necessary. I feel they are over reaching and out of step with modern STR practices. I would love to get input if you've dealt with these issues, if you consider them fair, and in particular thoughts on how to counter these proposals. They are:

1) short term rentals must have land line phones for emergencies. (I've not stayed in an airbnb in 5 yrs that had one!) We have great cell coverage and also free internet/wifi for calling already.
2) Owner/operator must reside within 75 miles of rental. If not, must have contract with 'resident agent' that lives no more than 25mi from rental. Like many owners, I do not reside within 75 miles. But with the platforms we have, we self manage quite efficiently and have had zero problems that were caused or exacerbated by this distance. Additionally, we have a support team of electricians, plumbers, hvac, cleaners that are our response crew for any issues that would pop up.

And on top of already being licensed/permitted by the state and county, the town is now proposing their own permits and fees. I don't see the point of this but also almost expect it...
