Non Renewal in Newark rent controlled unit

Questions:

1) Rent controlled unit but not protected tenants, can they use this (which I found on google) against me to find reason to stay as I do not have 'good cause' in their mind?

Lease Renewal - A landlord must allow the tenant to renew the lease unless the landlord has good cause for an eviction under the Anti-Eviction Act. (This does not apply to two or three-family owner occupied dwellings, motels, hotels, transients or seasonal tenants). 

2) The new lease terms (1 year lease, rent increase per rent control, no subletting). Tenants said they want to sign a new lease but challenged the terms since I allow the other unit to sublet. Since this tenant is always challenging me, and I see it as only the beginning of what's to come I chose to use it as the reason to not renew. The tenants responded to my lease termination and non renewal saying they never explicitly said they disagree with the terms and are demanding on what grounds I won't renew since they want to sign a new lease. 

I've read mixed things. Landlord cannot decline to renew unless there is good cause or Landlord can chose to not renew without a reason. Not sure which is right and if NJ has specific rules governing it in the court of law in case it goes that far. I feel they are building a case now and awaiting my response to see how they can use it against me to fight to stay.
