Clogged sewer line 2 times in 3 months

I have an 8 unit apartment building. In the 3 months that I've owed it, I have had the sewer line cleaned out twice. It's full of baby wipes and feminine products. Is there anything I could or should do to stop this from happening? and can I pass the cost onto the tenants if it continues?
