Natural Disaster Insurance asking to rent ASAP?

I’m currently in the process of viewing and applications for an apartment I need to rent out that is 1 year lease.

I received a weird call with a lady stating she is from an insurance company and has a family that needs living accommodations ASAP. She said the company would pay 1,700$ rent for them for 3 months. An increase of $400 from original rent $1,300.

I’m in PA, is there a law enforcement or federal law regarding how to handle calls like that. What if the owner does not want to rent it out to month to month. How do I handle natural disaster request when there are multiple viewing scheduled and applications processing.
