Cleveland Turnover Costs

BP family, I need help to determine turnover costs. I have a 5-unit property in the Slavic Village area. We had to evict a tenant. We were already charged nearly $1,000 to remove the contents of the 3 bed 2 bath apt. Now, we are given an estimate of nearly $10,000 to renovate the apt! After looking at the costs of materials at Home Depot and estimating labor costs, we think this is far too much! If you are familiar with the area and know what are reasonable costs, please help!
