Buying a house in Puerto Rico and renting it out.

Good day to everyone.

First post on here and hopefully I receive a handful of comments.

My plan is to purchase a 100k house in PR. I plan on doing a few repairs totaling 10k. I want to rent it out. It's a family home 4 bedrooms 2 bathrooms near the beach area. Would this be a smart investment despite all the natural disasters happening? Will someone want to rent that place out? Preferably a single family? Rent would possibly be $700 with 20% down payment. I was hoping on using VA loan for 0% down payment if possible. I just really need help in finding out if that investment is smart and will the market be in my favor? I have a job that pays salary, I currently am renting an apartment, I am 22 years old and just needing guidance. Anything will help! Thank you so much.
