Property Management Co-Op ???

Cooperative ("coop") or co-operative ("co-op"), an association of persons who cooperate for their mutual social, economic, and cultural benefit

In a recent conversation with the local housing authority director, they expressed their frustration with ALL local property management companies. From the discussion, it was asked if there was something like a "Property Management Co-Op"  available?

Does anyone have experience with this concept? Maybe from a builders association or rental association, or just individual landlords as interested parties joining together as a formal cooperative to manage their properties, provide shared resources, screen tenants and mitigate issues among other things?

All thoughts and feedback on this idea, pro and con are requested! Thank you!
