Anyone familiar with USDA Multi-Family Property mgmt?

I've been finding 10+ unit buildings in small towns under a USDA multi-family loan. Some are termed "limited profit". There's income limits for the tenants, and all the forms attached to these MLS entries lead to believe there's a lot of regulations and more expense in owning one. Some of the forms specifying property type have the options: full profit, limited profit, and non profit (which would seem negative profit). Where can I learn about investing in these properties? Is it worth it?
