Tenant not setting up hydro before move in

Ontario, Canada. We have a tenant scheduled to move in today. They have already paid first and last months rent. Part of the lease agreement was they were to arrange to take over the hydro payment prior to moving in. We confirmed numerous times they needed to arrange this by yesterday at 4pm. I called the utility company this morning, the tenant still hasn't done it. I call the tenant this morning and she said she was about to call the utility company. We wait and wait. I finally call the utility company again and she still hasn't done it.

I presume she will want the keys soon, but what do we do? It already sounds like the hydro company will be charging me for the first 3 days of February at minimum. Can I charge for this in addition to rent? What if she never sets it up? Can I deny her moving in? Can I just return first and last? We already told our other applicants that the unit is now unavailable after we have a signed lease agreement.

We are first time landlords and are very concerned. I can't find the answer online and tried reaching out to the board but they aren't answering their phones.
