What does recently zoned section 5 mean?

Spoke with a realtor in regards to a property I am interested in (sellers realtor) he stated that the property was recently zoned section 5. One side of the duplex rents for $1000 other $850. Exact same floor plan. If I purchase the property how will section 5 affect me?

I am very new, and have no clue what it means. Any help would be much appreciated.
