No signs of my Tenant/Wellness Visit

I have a tenant, after one month of occupancy, has lost his job (so he says) has not paid rent and is not responding to any communication.  Our last discussion over a week ago, was he has some interviews but has not given me any indication he will be paying anytime soon.  

I am planning on posting a 3-day notice to get the eviction process rolling, however, according to the other tenant in my duplex, his car has not moved and although there are lights on in the unit, there has been no other movement.  This is causing me some concern for his well being, and honestly I am a bit fearful if I were to enter his unit after giving him 24 hours notice.  I am considering calling the police to perform a wellness check or at the very least, accompany me on my visit.  Are there any legal reasons this good negate the eviction process.  What are my rights here?  I am in Cleveland, Ohio.

@Jeff Lockshine  Call the police and ask them to do a welfare check.  Meet them at the property in case they need to be let in.  Give the tenant 24 hours' notice an explain the situation and if you don't hear from them, you will be calling the police to do a welfare check as you are concerned.

It could be they are out of town and didn't turn the lights off before they left.
