How should I handle this annoying baskeball hoop situation??

So the neighbor has a basketball hoop set out in the back of his parking pad thats pretty annoying. It's almost like he set it out there for all the kids to play on it cause every single day like 5-10 kids will come out and play like it's a community hoop and most of the kid don't care if they hit the car. We have a single fence that divides our parking pads and he has the hoop set right in the middle. So a car parked in my pad sits about 3-4 foot away from the hoop which means it's constantly being hit. The previous renter spoke with the neighbor about it but he never moved it, now i'm wondering how to handle it since talking to him doesn't seem to work. Can he be held responsible for any damage to cars??

Make it disappear:) Post it for free on Craigslist during a workday and it will be gone before noon. In the Ad tell them not to bother the tenants, just come and get it.
