One furnace multiple apartments

Hello All, just bought two 3 unit apt buildings. Both units only have one furnace. The previous owners would pay for oil and then charge it back to the tenants (33% each). My property manager is not interested in tracking down oil payments. Anyone have a better system?  Install heat pumps for each unit? Thank you in advance.
