Rental Laws in Pacifica CA

I want to rent my 5 bedrooms single family house by renting out each bedroom. I don't live in the house.

I have following questions. I am new. Can anyone help advise?

1. Do I need business license ? 

2. How many people can I rent out the bedrooms with rent-by-room ? 5 people? each person occupies a bedroom.

3. Can I rent out my living room to the 6th people ?
