Home owner water bill

Hello, I am a tenant of an apartment, and the contract stipulates that I pay the water bill, but they have sent me an email saying that the owner will take care of the water and it seems that the owner does not know, so I sent the email to the owner and did not send an answer, and after two years the owner called me saying that he had to pay about $ 1800 of the water bill For two years, but I did not receive any invoice and the invoices were sent to the building administration for two years and they did not send it to me, please what should I do
