Retail and office center

I am in Houston, Tx area. I hardly see any 2 level commercial buildings with retail at level 1 and offices at level. Any reason why?

We are acquiring 2 acres not too wide but deep. Due to set back and easements the retail center cannot be built wide so less tenants, but it has lots of area for parking so thinking of retail at level 1 and office tenants on level 2. Please advice.
